I am directed by the Minister of Munitions to
refer to your letter (No. 37564/1916) of the 16th. August, transmitting copy of a despatch from the Governor of
Hong Kong on the subject of the exportation of Pig Iron
and Steel Products from that Colony.
I am to state, for the information of Mr.
Secretary Bonar Law, that the Minister does not consider
that there is any objection to the re-export from Hong
Kong of Pig Iron and Steel Products which may arrive
at that port from outside sources, for the purpose of
trans-shipment. On the other hand, I am to point out
that requests are continually being received from China
for Pig Iron to be supplied from this country, and, in
view of this fact, it is not desirable that these
materials should be exported from Hong Kong when they
are obtained from Chinese sources and have been exported
the from the United Kingdom for use in Colony and not expressly
for trans-shipment.

In this connection I am to refer to your letter
(No.
39159/1916) of the 19th. August, and to state that
inasmuch as the 250 tons of Pig Iron referred to in the cable
from the Governor of Hong Kong enclosed therewith, appears to
have arrived there from India, there is no objection to the
exportation to Kobe of this consignment.
